Job Description

  • Consult the Social Affairs State Minister on sector performance with regard to social protection/social welfare policies, laws, strategies and directives, identify issues that require decision and present with recommendation;
  • Provide deep analysis on social policies, strategies and laws relevant to social protection/welfare;
  • Perform advisory role to the Social Affairs State Minister on Social Protection/Welfare issues related to press release, press conference, interview, information to be released through the media and prepare and submit the required information in writing;
  • Advice on policy, law and strategy issues that benefit persons with disabilities, the elderly, other segments of the society who need different social protection/welfare interventions;
  • Provide comments and feedback on studies to be undertaken by the relevant directorates or consultants with regard to social protection/welfare issues in the federal and regional government;
  • Prepare explanations and responses on social protection/welfare related issues ordered by the Social Affairs State Minister;
  • Analyze Social Protection/Welfare issues to inform policy, strategy and action plan formulation or revision;
  • Prepare agreements such as Memorandum of Understanding (MoU) in consultation with the relevant experts and advise the State Minister before signing the documents;
  • Help in identifying Social Protection/Welfare gaps that refer to MoLSA and also while interfacing with other pertinent sectors in the implementation of social protection and prepare plans to fill the gaps identified;
  • Assist relevant directorates/team Leaders and experts in the preparation of Social Protection/Welfare issues related to the State Minister;
  • Assist in reviewing/ studying different Social Protection/Welfare issues;
  • Provide feedback on other issues as directed by the State Minister;
  • Organize and document issues that already got decisions and avail them as inputs for future lessons and reference for study;
  • Work together in collaboration with the relevant directorates/team leaders/experts;
  • Prepare annual and subsequent periodic work plans and submit period reports;
  • Participate in regular and other meetings of the social affairs sector and prepare minutes with points pertinent for action;
  • Perform other issues as instructed by the State Minister.

Job Requirement

  • MA and above in Sociology, Social Work, Development Studies and other related fields of studies,
  • At least 8 years of relevant experience in Government and International Organizations;
  • Experience in advisory roles related to labour and social affairs issues;
  • Excellent knowledge of both written and spoken English and Amharic
  • Excellent ability to communicate in writing and speaking;
  • Ability to meet deadlines, work in stressful environment and handle different issues at a time;
  • Enthusiastic about Labour Administration and Social Protection;
  • Positive attitude and strength as a team player;
  • Have a good analytical skills partnered with a creative mind;
  • Ability to work in a multi-disciplinary and multi-cultural environment;
  • Excellent communication, presentation and leadership skills;
  • Advanced user of Windows operating system and Microsoft Office software including Word, PowerPoint, and Excel etc.,
  • Excellent networking and relationship management experience;
  • Ability to facilitate, maintain and manage good working relationships;
  • Experience with data quality assurance operations and methodologies is a plus;
  • A clearly annual and quarter plans;
  • advisory work on working system and administration issues;
